What CQC (and Ofsted) look for in the building

Planning consent proves you can use a property for care. CQC or Ofsted pre-registration proves the building itself is safe to operate from. They are two separate hurdles.

Environmental checklist, high level

  • Room layout suitability — bedrooms per resident, communal space, staff sleep-in / office provision.
  • Infection control — separate handwashing points, appropriate flooring, laundry provision, food hygiene.
  • Accessibility — step-free access, doorway widths, bathroom transfer space, evacuation routes for less-mobile residents.
  • Fire safety egress — a valid FRA, protected escape routes, appropriate alarms and emergency lighting, safe assembly point.

Why we flag this early

A property can win C2 planning consent and still fail pre-registration because of a narrow first-floor corridor or an unsafe boiler cupboard. Fixing these after purchase eats the deal margin. We run an environmental review as part of feasibility so surprises land at the survey stage, not after completion.

Ofsted for children's homes

Children's homes are regulated by Ofsted rather than CQC, and the environmental expectations differ — homely feel, non-institutional finishes, safeguarding layout. The principle is the same: the building has to actively support the Statement of Purpose, not just tolerate it.
